The 2025 Rural Community Immigration Pilot Program (RCIP)

The government of Canada announced key details about the new Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP) in a news release on January 30, 2025. The RCIP is set to replace the older Rural and Northern Immigration Pilot (RNIP). This blog focuses on the RCIP, please see our website for details about the FCIP in another blog posting.

The rural communities make important contributions to Canada’s economy and culture. However, these communities constantly face labour market challenges as most newcomers flock to large cities like Toronto, Alberta and Vancouver. The RCIP’s purpose is to address key labour shortages in these rural communities outside of Quebec. Each community is represented by a local economic development organization who will work with IRCC and select trustworthy employers in the hopes of recommending suitable candidates for permanent residence. As of now the communities have yet to launch their dedicated website to showcase all available opportunities in the community.

The following 14 communities have signed on the initiative:

  1. Pictou County, NS

  2. North Bay, ON

  3. Sudbury, ON

  4. Timmins, ON

  5. Sault Ste. Marie, ON

  6. Thunder Bay, ON

  7. Steinbach, MB

  8. Altona/Rhineland, MB

  9. Brandon, MB

  10. Moose Jaw, SK

  11. Claresholm, AB

  12. West Kootenay, BC

  13. North Okanagan Shuswap, BC

  14. Peace Liard, BC


To qualify for the RCIP, you must:

  • Have qualifying paid work experience of at least 1 year in the past 3 years meeting the National Occupation Classification (NOC) training, education, experience and responsibilities (TEER) category provided in the job offer OR graduated from a two-year post-secondary program as a full-time student living in the community for at least 16 months of the 24 months spent studying.

  • Have the qualifying Canadian Language Benchmarks (CLB) of at least 4 or higher.

  • Have educational credentials equivalent or higher than a Canadian high school diploma.

  • Have enough settlement funds.

  • Have the intention to live in the community

  • Meet the community-specific requirements, and

  • Have a genuine job offer from the community. The job offer must be full time of at least 30 hours per week, non-seasonal, permanent and the salary must meet or exceed the Job Bank’s minimum wage.
