Temporary Resident to Permanent Resident (TR to PR) Pathways In Canada: What You Need to Know in 2026

Canada has officially introduced a new Temporary Resident to Permanent Resident (TR to PR) pathway in 2026, creating a major opportunity for temporary foreign workers already living and working in Canada.


This new pathway is part of the federal government's 2026-2028 Immigration Levels Plan and is designed to transition temporary residents into permanent residents to support the economy and stabilize immigration levels. Unlike traditional immigration programs, this pathway focuses on people who are already in Canada, working, paying taxes, and contributing to the labour market.



  1. What is the TR to PR Pathway?

The TR to PR pathway is a one-time immigration program that will grant permanent residence to up to 33,000 temporary foreign workers.

This program operates:

  • Outside Express Entry

  • Outside Provincial Nominee Programs (PNP)

  • As a direct pathway to permanent residence.


In simple terms: It is a special PR program for people already working in Canada.


  1. Why Canada Created This New Pathway?

Canada is working to reduce temporary residents to less than 5% of the population by 2027. One way to do that is to:

  • Transition workers to permanent residence

  • Keep experienced workers in Canada

  • Fill labour shortages


The pathway focuses on workers in sectors with ongoing demand, such as:

  • Healthcare

  • Agriculture

  • Hospitality

  • Transportation

  • Care services

These industries face persistent labour gaps across Canada, particularly in smaller and rural communities.



  1. Who This Pathway Is For

This pathway is primarily designed for temporary residents who are already in Canada.

You may qualify if you are:

  • A temporary foreign worker

  • Working in Canada legally

  • Living in Canada

  • Paying taxes

  • Employed in an in-demand occupation


Early reports suggest the program targets:

  • Workers with Canadian work experience

  • Workers in labour shortage sectors

  • Workers in rural or regional areas

  • Workers who may not qualify for Express Entry due to CRS scores.

  1. Eligibility Requirements (Expected)

As of April 2026, full eligibility criteria are still being finalized. Likely requirements include:

  • Be physically in Canada

  • Have valid temporary resident status

  • Hold a valid work permit

  • Be legally authorized to work


  1. Occupations Likely to be Eligible

The government has indicated the pathway will prioritize in-demand jobs.


Examples include:

  • Healthcare: Personal Support Workers (PSW), Nurses, Caregivers

  • Service Sector: Food Service Workers, Hotel Workers, Cleaners

  • Trades: Truck Drivers, Construction Workers, Mechanics

  • Agriculture: Farm Workers, Greenhouse Workers

  • Transportation: Delivery Drivers, Warehouse Workers

  1. Documents You Should Start Preparing Now

Even though the full program details are still being released, experts strongly recommend preparing documents early. You will need:

  • Identity Documents: Passport, Work Permit, SIN Number, Immigration Status Documents

  • Employment Documents: Job Offer Letter, Employment Reference Letter, Pay Stubs, T4 Slips, Notice of Assessment, Employment Contract

  • Language Documents: IELTS or CELPIP test results

  • Other Documents: Police Clearance Certificate, Medical Exam, Educational Credentials


When Will Applications Open?


As of April 2026, the program has been announced and is being rolled out, but, the exact intake date has not yet been fully released. This means that applications could open at any time.
