According to Canada’s Minister of Immigration, Refugees, and Citizenship (IRCC), Min. Marc Miller, there are significant changes for temporary resident policies in Canada. These new changes will aim to adjust and control the landscape of non-permanent residents, including those who are on study and work permits. Subsequently, these changes should make a notable shift in our immigration strategy. This initiative will strengthen the immigration polices as well as enforce more stringent alterations to the Post-Graduation Work Permits (PGWPs).
What’s on the Horizon?
There could be changes to the PGWP program that would align with the specific labour market needs. For example, IRCC and Employment and Social Development Canada (ESDC) are working to align educational programs with job titles, using systems like the Classification of Instructional Programs (CIP) and National Occupation Classification (NOC). This approach aims to streamline the pathway from education to employment based on current market demands.
Earlier this year, the IRCC implemented new targets to reduce the non- residents' proportion in the Canadian population from nearly 7% to 5%, over the next three years. The purpose of these proposed targets is in keeping with a broader immigration plan to cap the total number of international students in Canada at 292,000 for the current year.
Minister Miller also discussed the possibility of increasing domestic draws for both provincial and federal permanent residence pathways. By doing so, this will aid in prioritizing applicants already in Canada, potentially easing housing and economic issues. By focusing on the domestic applicants, the government hopes to be able to manage the population growth and housing shortages.
