Understanding the Program
Sponsors must submit an Interest to Sponsor form which could then be selected through random draws. If selected, sponsors are given the opportunity to submit a formal PGP sponsorship application. Essentially, the PGP is a lottery based program, enabling applications only if one has received an Invitation to Apply. However, if you are not selected, the Immigration Refugees and Citizenship Canada also offers a Super Visa which allows Canadian citizens and permanent residents to sponsor their parents and grandparents to come to Canada on a five year visa which can also be extended another two years.
Eligibility Criteria
To be eligible to sponsor your parent or grandparent, you must:
Have completed an Interest to Sponsor form on the IRCC’s website
Be a Canadian citizen, permanent resident, or a registered Indian under the Canadian Indian Act
Be 18 years of age or older
Be residing in Canada
Exceed the minimum necessary income level which depends on the size of the family unit
Sign an undertaking that you will financially support your family members for 20 years and repay any social assistance benefits paid to the sponsored family members
Receiving permanent residency through the PGP
The applicants must meet all relevant criteria listed above, complete an interest to sponsor form and once the PGP lottery reopens and continuously check the email provided on the interest to sponsor for an invitation from the government. Once an invitation to apply has been received, sponsors must submit their application through the Permanent Residence Portal, or the Representative Residence Portal if using an authorized representative.

The IRCC is continuing with candidates from the 2020 intake of the PGP which means that those receiving invitations to submit formal PGP sponsorship applications will have submitted their applications in 2020.
