Francophone Community Immigration Pilot Program (FCIP)

If you're fluent in French and would like to become a Canadian permanent resident, the Francophone Immigration Pilot Program may be right for you. The Immigration, Refugees and Citizenship Canada (IRCC) has announced key details about the new Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP) in a news release on January 30, 2025. Canada has two national languages, English and French. The government of Canada is trying to expand the French speaking population in the other provinces, hence this new pilot program is to ensure a rich and diverse Canadian language culture. The program was first announced in March 2024, with some additional details revealed in December 2024. This program targets newcomers with an intermediate level of French ability and who have a valid job offer in the priority occupations in rural communities outside Quebec. The exact details concerning the economic organizations or chosen employers are not released, but an expected date is March 31, 2025.

The following communities have signed on the initiative:

  1. Acadian Peninsula, NB

  2. Sudbury, ON

  3. Timmins, ON

  4. Superior East Region, ON

  5. St. Pierre Jolys, MB

  6. Kelowna, BC


Four of the mentioned communities (a portion of the Acadian Peninsula, Sudbury, Timmins, and St. Pierre Jolys) currently engage in the IRCC’s Welcoming Francophone Communities Initiative. This initiative helps French-speaking newcomers settle and integrate into other francophone communities.

To qualify for the FCIP, you must:

  • Have qualifying paid work experience of at least 1 year in the past 3 years meeting the National Occupation Classification (NOC) training, education, experience and responsibilities (TEER) category provided in the job offer OR graduate from a two-year post-secondary program as a full-time student living in the community for at least 16 months of the 24 months spent studying.

  • Have the qualifying French language ability equivalent to a Niveaux de compétence linguistique canadiens (NCLC) level 5 in all language abilities.

  • Have educational credentials equivalent or higher than a Canadian high school diploma.

  • Have enough settlement funds.

  • Have the intention to live in the community

  • Have a certificate of recommendation from the economic development organization, and

  • Have a genuine job offer from a designated employer.
