Understanding Canada's Evolving Immigration Landscape

Canada's immigration landscape is constantly changing. These changes create new opportunities for both employers and foreign workers. As of July 10, 2026, the federal government has lifted low-wage Labour Market Impact Assessment (LMIA) processing restrictions in eight Census Metropolitan Areas (CMAs). These areas include Halifax, Winnipeg, Regina, Kingston, St. Catharines–Niagara, Fredericton, Saint John, and Drummondville. In these regions, unemployment rates have fallen below 6%. This allows eligible employers to submit low-wage LMIA applications once again.
Changes in LMIA Processing

At the same time, some regions have been added to the list where employers can no longer submit low-wage LMIA applications. Saskatoon, Red Deer, Kamloops, and Chilliwack now fall into this category. Their unemployment rates have risen to 6% or higher. This triggers federal restrictions aimed at encouraging employers to hire from the local workforce before recruiting temporary foreign workers. These restrictions are reviewed every three months. Therefore, the list of affected regions may change when the government conducts its next assessment in October 2026.
Opportunities for Employers and Workers

For many employers, this update provides renewed access to talent in industries facing labour shortages. For foreign workers, it may reopen pathways to employment that were temporarily unavailable. However, it is crucial to understand that lifting processing restrictions does not guarantee LMIA approval. Employers must still meet all federal program requirements. They must also demonstrate a genuine need to hire a temporary foreign worker.
